  1. Heat vegetable oil in a pot and add star anise, minced garlic, and ginger. Sauté until fragrant.

  2. Add beef slices and stir-fry until they turn brown.

  3. Stir in soy sauce, dark soy sauce, sugar, and salt.

  4. Add water and bring it to a boil. Simmer for about 20 minutes.

  5. Cook noodles separately according to package instructions.

  6. Serve the beef and soup over cooked noodles.

  7. Garnish with green onions and cilantro.
